It combines explicit scenario assumptions with common modeled anchors from LinkSim (99.25% payloads within a 1 s deadline at one Band-8 NB-IoT operating point), Comdyn (94.942% baseline and 95.323% with one modeled restoration-capacity marker), and Product (49.083% modeled adoption share at week 104 for the target-reaching portfolio candidate). Scenario-level values are authored normalizations, not observations, causal effects, operator commitments, or live performance.
